Here's how to change the refresh rate of your monitor. This might help.

Click Start, click Control Panel, click Appearance and Themes, and then click Display. ...
Click the Settings tab, and then click Advanced.
Click the Monitor tab, and then click the screen refresh rate that you want to use.

I recommend about 60.

You're not wasting my time. I think it may be your monitor's problem, not minecraft. Try changing your screen resolution.

My guess is that your Minecraft configuration has been set to work with your old monitor. (Internally, you couldn't adjust these settings yourself.) When you installed your new monitor, java had a hard time communicating with the monitor because it was trying to use the settings from your old monitor. Don't quote my on that though.

If that doesn't work, I would suggest moving your saves, versions, resource packs, and mods folders to your desktop and then deleting your .minecraft. Then, re-run minecraft and once you are done setting up your account, move your saves, resource packs, and etc back into the folders accordingly.

Ok. Go into your video settings and try messing with anatropic filtering, or whatever it is called. This has been known to cause problems.

I noticed you were using a Texture Pack. Try and turn that off and see if it helps. I don't think it will, but that would be the fastest fix.

Did you have any problems installing the drivers? Also, just to make sure, is this a problem ONLY in minecraft? Does Windows have this problem?

Well, has this happened on any other of your programs? I'm assuming you are using Windows, not Linux or Mac OS X right? (I use Linux)
