I use the mouse scroll bar to switch so its easy to have all the important stuff first.

Sword - Pickaxe - Axe - Shovel allows for easier access to each tool, and I'm used to simply tapping 1, 2, 3, and 4, respectively, to reach each tool. I have cobble their in case I'm mining and need to cross a ravine.

Sword, piackaxe, shovel, axe, random (maybe hoe or bow), random (maybe arrows), random, blocks, food, torches.

My OCD says; sword, pickaxe, axe, shovel. Everything else can go where it wants. It has to be like that though xD I never realized I wasn't the only one who does it like this.

Torches can go on number 3 when mining.
