What about a build with an i3 or AMD processor with the same GPU. Would that work just as well as this?

That was a long time ago. 290s have been ~250 pretty much since the 970s came out. 280Xs are around 200, 280s are around 150, and 270(X)s are about 120.

Much better motherboard and power supply. Personally if this build is solely for gaming I would not overclock but instead put that money into a better GPU.
