Mojang has already shown us some footage of the MCPE Nether. My guess would be it's coming out in 0.12.x

I've never played Minecraft PE but I don't know if the mobile phones could handle multiple dimensions as they don't have the same power as a computer or laptop.

I haven't personally used Minecraft PE but I certainly can't see why not if what you say is true. I mean it is a core aspect of the game, introducing a whole new challenge and world (literally).
