This coremod is required by monnef's mods. It provides functionality for other my mods, it doesn't do anything on its own.

Installation:
0) get Forge - http://www.minecraftforge.net/wiki/Installation/Universal
1) download (after clicking on "Download" wait until in upper right corner is "skip ad", click it. then hit green download button in a center of the page)
2) unpack zip to your Mincraft directory or copy jar to your Minecraft/mods directory

Mods using this library:
Jaffas and more! - http://www.planetminecraft.com/mod/jaffas-and-more-0410-forgemc147/
Dawn of Steve
Progress: 100% Complete
Game Version:Minecraft 1.7.10

mainly ton of helper/utils methods for working with player, world, colors, dyes, gui and so on. it also provides implementation of event calendar and some hooks done via ASM. you can take a look at the source (but be warned, I'm noob when it comes to ASM :D) - https://github.com/mnn/monnefcore

nope. unpack the archive to your minecraft folder - the monnef core jar should end up in coremods folder.

So this is kind of a modloader or forge for your mods?

You could probably say that, but my core = library is much simpler than e.g. Forge :).
