Artificial intellegence. A special reading that allows a mob to do certain actions with a certain amount of intellegence. Ex: Zombies following you while going around long drops, Skeletons running for cover when the sun comes out, etc...
with this mod, their Ai is lowered to what it was like in beta (Ex: Zombies not avoiding obstacles such as long drops) hence the meaning of "stupid zombies"
