The fire guns work without Movecraft. The ship and aircraft require it to function. (Note: the ship is quite large, at around 23K blocks, so only fly around if you have a beefy server.)

Background:

The Taiho was built to achieve absolute air superiority over any enemy the imperials may face. She carries an imperssive air group consisting mostly of fighter aircraft, for the Empire's tactics include clearing the skies of enemy fighters before sending in any bombers.

The ship would have to be very large to accomplish her task, which called for a large engine, but the factories responsible for the design and building of airship engines had been destroyed by the enemy force as an attempt to stop the completion of the Taiho. The imperial designers had to make do with what they already had, so they took two engines built as spares for the Shokaku and Zuikaku and fused them together, so they combined with the aerodynamics of the ship could take her up to decent speeds even with the lack of proper horsepower.
