In the rules it states that a custom texture pack gives an unfair advantage over others, but wouldn't shaders give a similar effect therefore also shouldn't be allowed?

Shaders isn't a texture pack. It's a mod which adds sunlight,water reflection,and shadow to minecraft. It doesn't change the looks of the blocks.
