Named after Barney Stinson from How I Met Your Mother.
It is a clock which runs for 24 minutes then resets. Its set up as if one second was one minute. It can be stopped, and the time can be changed.
This is run off a single clock, making heavy use of CXgamer's BCD and Synchronous Counters, using 3 of each.
