Ok im gonna clear things up...the way he got the eyes to appear as if they were moving is just an optical illusion i can't remember the actual name for it but i think its called following eyes/face, something like that...but heres a link to one thats like a more advanced version of the trick click this hope you guys understand what im trying to say... i posted this comment on this page link im trying to help let others know that the people who made these skins with "moving eyes" are NOT the creators of the illusion...ill try to clear up your questions if im able to...

It is purely the effect created by putting a hat on. What you do is make the actual head have the eyes and a hat with holes the same size as the eyes. Also on the head, put white around the main part of the eyes. This creates the "tracking" effect when his head moves.
