EDIT: PLEASE READ THIS(not the background story, this part) I heard from someone that in the anime Death Note, there is a character named Kira, very similar to Kirra and apparently that guy that they were the same people. Kirra is NOT a character from the anime, but somebody I tried to think up. He doesn't have a Death Notebook, nor does he kill the innocent. He doesn't have any super special powers like Superman, but is more on the side of those superheroes that don't actually have superpowers but instead have insane combat abilities. He is mainly known for his stopping criminals and -possibly- robbery.
Document No1, March 3rd 1873
In a city known as Denmont, villains run amok - crimes of robbery, murders, and much more occurred every week. I don't know how much longer i can stand all of this. As mayor of the town, i am being blamed for not stopping all of this. What should I do?
Document No3, April 12th 1873
What is happening? The crimes have suddenly been decreasing over the past ten days! I don't know how this happened or if anyone had an influence on this change but suddenly I'm being favored by the citizens again. I could just hope this lasts; I plan on making a secret investigation on however is doing this.
Document No8, January 29th 1874
Peace now almost reigns this city. There are robberies every once in a while, and we cannot find a pattern to it. We do not know why these robberies have been the only ones not to have stopped, nor if they are caused by the same person. But our search is not to no prevail; the man stopping the crimes has been discovered; the man left a single piece of paper to us in his last crime-stop. It had one word on it.
"Kirra."

Kirra is a man now know throughout our city as a hero. A Batman, or a Spiderman you could say, i guess. But some of my advisers say that this man is untrustworthy, and we should not continue to rely on him. Of course, the citizens would completely disagree if they knew about this opinion, and I too. Kirra is not a criminal. We shouldn't treat him like one.
Document No11 March 8th 1874
No. I cannot believe this; how could this have happened?! This is just the most terrible thing to possibly happen to the city. Late last night, somebody caught a picture of the city from a helicopter, planned to be used in a magazine. But that wasn't the awful part. In the corner, very small, was a man. He held two bags and left a small trail of bills behind him.
That man had a very distinct and recognizable suit. The one of Kirra.
The citizens are going into chaos, some believing this and some saying it was all framed toward Kirra; that it was just simply an act. My advisers are now all telling me to stop this Kirra madness, by allowing this man to be hunted by the even higher authorities. Im now back to my old situation a year ago. What, what should i do... just who is Kirra?!!
