o, umm... try downloading the skin, and go to the actual Mine craft site (mincraft.net) go to your profile and change it there! if that doesn't work then I'm not sure what will! :}

Yes. It is in 3x3 format. I am not sure why it wont change. You will have to ask support on either pmc or Mojang.

I think I have a part of the answer: when I tried to load a skin into my default steve skin, it's completely messed up and all the parts and stuff went totally in the wrong position.
