Vault 4's purpose was to establish a Militia like group after the great war, after being filled with mostly law enforcement, Military and Mercenaries. But instead of that they turned in to a viscous band of Raiders attacking everybody that's not from a vault."The Militia" are assigned Special VaultTec power armor.
