The BOOGIE MONSTA is the new champion of Monsters inc. about a year after the Monsters inc. movie.
He like to scare little kids when they are sleeping and then steal all their candy and diamonds. Hes out to get you unless you DIAMOND!!! :)

They are not really moving. It is an illusion he got by using the outer head/helmet texture. He made most of the head use the outer layer, but there are holes in it where the eyes and mouth are. The eyes and mouth are actually on the inner layer. The difference in perspective makes the eyes appear to follow you as the head moves.

It might be better if you just left it at it being an illusion, it kind of ruins the effect when you explain it, like a magic trick D:
