Even after the atomic fire swept across the world, humanity has not been silenced, because war, war never changes. While most towns and major cities were destroyed by the nuclear war, some remain. To survive the war, people fled to underground vaults to escape the nuclear holocaust. Along with civilian and test vaults, Vault-Tec made military-issued vaults to secure armor, personel, weapons, and supplies for rebuilding America after the Great War. As they are now called, the US Remnant is composed of the surviving US Military personel. Across the wasteland, US Remnant forces remain in the heavily fortified bunkers and vaults, waiting until the proper time to rebuild the nation. When something of high value is detected in the wasteland, the US Remnant sends out a detachment to secure the objective.

This variant of armor is used by the US Remnant to provide protection for high value bases or to protect important assets. Only specially trained soldiers can wear this variant of armor.

Both actually. The skin is supposed to be a variant of power armor from the game Fallout, but the faction and exact design are not actually in the game.
