Making the chat more vibrant

(somewhat) of an Issue within the chat:

One of the issues I've noticed with the chat lately is that it's either quite vibrant at times, nice and CHATty like it should be, whilst at other times there's an ongoing silence for hours on end making things awkward. I realised that the majority of the time, it's either due to ad spamming or people being unfamiliar with the chat and hence they don't know what to discuss (alongside not knowing common interests). This was especially evident when there WAS chat: the chat was ringing alive for almost an hour whilst talking about music or other video games.

Proposed solution

I propose a simple solution (I actually have no clue how easy it is to make or implement but eh)
At the top of the chat there should be a taskbar-esque thing that says: Current topic: [x]
Where the [x] would be a random phrase or word like "Sports" or "Painting" or whatnot
This would only happen if the chat stays dead for 15-20 minutes so it wouldn't interrupt people when an actual chat is going on. Once a certain number of messages have been sent (let's use 50 as a placeholder for now) the current topic will dissipate as everyone should know what they're talking about, and reappear when the criteria above is met again (chat dying out for 20 minutes)

set status to Closed, set resolution to Denied.
People will talk if they want to talk, this is unnecessary.

This is something you can't really fix. If people don't want to spend time on chat, you can't force them. You'll also find that when there ARE a lot of people on chat and no conversation for the past half hour (for example; sounds like you've experienced much longer dead runs) they're actually doing something completely separate and have chat open in case an interesting topic comes up or one of their friends arrive.

I got nothing against the idea itself, but as Midnight already said it won't solve the "issue" you described. I also don't really see it as an issue, chats are 'dead' sometimes and that's just what happens when they're not much people in it during certain times of the day.

So because it doesn't really add anything actually useful I don't think it's worth the trouble.

I don't see how this would help. Chat becomes quiet when its emptier, so during the day when people have work and school there will be less. If you've ever been on chat on a Sunday afternoon its nothing like this. Nothing stops people from bringing up subjects and being social, and i don't see how a topic would help.
