unfortunately, in survival mode, you can only craft banners up to 6 layers. It's not my fault, it's from minecraft.
If you really want to get it for some building, and if you are on creative mode, you can put the give command (check /give code tab) on a command block and activate it. You will get it ;)
I also have a different version (survival friendly), without the black things. That banner you can do in survival mode, but unfortunately it doesn't look so realistic as this does.
