Your art is really cute in general~
Actually, what inspired me to do such a bright background color was a few drawings that I saw online. They were extremely bright and the lighting was the color of the solid background. So I kind of adopted the idea for my drawing because I thought it looked nice there. Honestly, though, all of the colors in the drawing are bright, so the background doesn't really take my eyes away from Frisk. It's most likely your perspective... Probably. If you don't look at bright red as much then it might look off to you. I actually have a thing for eyesores or colors that are extremely bright and hurt your eyes, so maybe it's just that. the frisk drawing doesn't hurt my eyes at all though.
Anyways, thanks for the criticism.
