I think that you should be able to get spawners only in creative.These "empty spawners" should be able to be right clicked and a GUI menu will open up. There will be a slot to put an item, a place to type in a number between 1-9 that desides the rate of spawn and a big lock button on the bottom of the GUI. If you place an item in it, put in the ROS and lock it, then you can't get back in, but it starts dropping the item. There are specialized things you can put in the empty spawners, such as, spawn eggs; that makes the spawner a normal mob spawner, splash potions; that drop that kind of potion.This will help for people without programs to make an excellent map.
