For my server about LotR and THobbit, and more Tolkien's works I started making plugin with the following races:
elves
Hobbits
people of Gondor
people of Rohan
orcs / goblins
For each race are different ranks, the elves are:
Illuvatar / administrator is the only one, and the so-called vice-administrators/valars be reached, but after a long work.

- Valar
