So I have been on Youtube lately looking for a good Tutorial on how to Install SPC(Singleplayer Commands) and World Edit. I read through the comments of some video's and People were saying things like...

- It won't work!
- The title said 1.7.4 but you did this for 1.6!
- I don't have a bin folder in my .minecraft
Unfortunately, SPC/WorldEdit has not been updated for 1.7. There is only a 1.6.2 version currently. It won't work for anything higher than that...Trust me I tried A bunch of times. So, this is what you have to do.

1. Open you Minecraft Launcher (If not)
   
2. On the Left bottom corner, click on 'New Profile' and change version to 1.6.2 and click Play
   
3. Then, just close your Minecraft when it gets to the main Menu
   
4. Next, click your Computer's start Menu
   
5. In the search box, type 'Run' and press Enter. Then in the Run search box, Type %Appdata% (Typing appdata will work for some) and press enter.
   
6. Open Roaming then open your .Minecraft folder. Open your Versions folder and 1.6.2 version should be in there. Copy the 1.6.2 version and paste it in the versions folder.
   
7. Name the folder something like 'SPC'' click on the folder and rename the .jar (SPC)and the (SPC) file to whatever you named the Folder. 
   
8. Open the .Json file with notepad or wordpad and where it says "1.6.2" rename it whatever you named all the files. Example: "SPC" and then save.
   
9. Next, open the .jar file with either Winrar or 7zip. 
   
10. Delete the META-INF file (This will make your Minecraft Crash, it is important to delete it)
    
11. Extract the SingleplayerCommands file with Winrar or 7zip, then 'Select' all the files EXCEPT the WorldEdit.jar and drag it into the SPC.jar or whatever you named it. Close all the files.
    
12. Go back into your .minecraft and create a new folder and name it bin. (Do this if you don't have it)
    
13. Drag the WorldEdit.jar DONT EXTRACT IT!! into your bin folder and close everything.
    
14. Open your Minecraft Launcher again.
    
15. Click 'New Profile' and click the version (SPC) or whatever you called it again. Name the profile whatever you want, then click play.
    
16. To test if the Mod was installed correctly do //wand (That tests WorldEdit) If worldEdit works then the new commands work too. 
    

WorldEdit and SPC has not been updated to 1.7 yet. ((SO there is no way that anyone can have SPC over 1.6.4))
