Hey guys, this is my first creation so call me out on any mistakes so I can correct them in later blogs.
First of all, Herobrine DOES NOT exist. There is no code for an entity of the such. Nor is there a terrain code for underwater pyramids, long 2×2 tunnels, or leafless trees. There have been reports of the trees, but later debugged to be beside a lava pool in which they were burnt off. I myself have found a 2×2 tunnel from the surface go down about fifteen blocks. I have never found nor heard of a generated underwater pyramid.

Notch has been very mysterious of whether He will ever be an existing entity in Minecraft. He will at one time post on twitter that it might be, then later say he will never exist.

The origins of the rumor that is Herobrine wad started by a player called Copelsnd, whom later admitted his video and screenshot were hoaxes. Nothing but re-textured paintings.

Plz give diamonds, thx guys

Not many people know this, but the real Herobrine-skin (from the players Herobine and MHF_Herobrine) has two differences to steve:

first: the eyes               second: the mouth.

Your thumbnail has the false Herobrine-skin

Notch never said that Herobrine is or ever would be a part of Minecraft. Any references that came anywhere near referring to Herobrine were on the subject of human NPCs, which were, in fact, a part of the game at one point. Personally, I would find it enjoyable to be able to create NPC Players in adventure maps. It would be quite interesting. Perhaps have a flag in their coding, isHostile (Boolean).

If you don't mind using mods, Custom Npcs is great, and can do just that. And more i guess.

While I do quite enjoy using Custom NPCs, it's quite limited in relation to the possibilities with 1.7's /summon command, and also can't be used with an adventure map by PMC's project rules. Also, Custom NPCs doesn't let you ride mobs, while /summon makes that possible. :3

Actually, there was a form of NPC Steve in the Alpha versions of the game, which could be spawned by pressing G. They were later removed, and now exist solely in name as the "Monster" listed in the /summon auto-complete tab. They were removed due to bugginess. It would be safe to assume that Mojang could implement some form of them again in 1.9 as a new tool for mapmakers, if they tried. You can check out information on them here:
