In this tutorial i'm going to use GIMP and make a simple resource pack.
In this resource pack i'm going to make some changes to make the world look a bit more blue.

First you need to download gimp (You can use paint or something else too, but i'ts a bit different).
Then you need to choose if you want to make a complete new resource pack, or edit an existing one.
I am going to edit the default resource pack.

How to make a resource pack icon
1. Go to GIMP
2. File>New
3. Size: 64x64
5. By clicking on the black/white squares, you can select a color
6. Use the pencil to draw and the fill tool to fill large areas
On the right side of your screen there are options for the tool(size, shape)
7. If you've created your image do File>Export>YOUR RESOURCE PACK FOLDER and name it pack.png
This is my image:

Changing blocks
1. go to your resource pack folder
2. TEXTURES>BLOCKS>THE BLOCK YOU WANT TO CHANGE
I'm going to make the bed blue
The bed has 6 different textures, so I'm going to change all of them.
3. Open it in GIMP.
First i use the rectangle tool to select the red area, and then use this tool:
and select a blue color,
4. I make the tool very big, then click 6 times on the red to make it nice and blue.
This it the result:
I do this for all the sides of the bed and i'm done.
