You see lots of "How to make your server popular!" Blogs, telling you exactly HOW to set up a good server... I'm not here to do that, I'm here to tell you some things that cause players to NOT play on your server!
First thing's first:
People hate seeing the default names with the <and> in the names, and ~ with nicknames, REMOVE THAT BEFORE YOU LAUNCH YOUR SERVER!!!
EG:
<[Owner]~Walrus> Test BAD
[Owner] Walrus: Test GOOD
Get. Rid. Of. It.
The reason being, is because experienced players see that as unprofessional, and that the server owner is incredibly lazy.
Plus it's plain, boring, and used by loads of servers.
Second Tip:
Set up rules, here are acceptable rules for a server:
1. Do not Grief or Raid {This is your choice}
2. Do not ask to be a staff member or OP
3. Respect all players and staff
4. Try to use proper grammar {This is your choice}
5. Follow any directions given by staff
6. Swearing is not allowed {This is your choice}
7. Do not spawnkill
8. Do not Advertise
9. Do not Spam
10. Have fun on the server
Re-arrange these rules as you see fit.
Make sure your grammar is perfect, or as close as you can to perfect, re-read if need be.
Here are a few un-acceptable rules:
Do not ask for help
Do not kill staff
dont ask 4 stuf
if u brake ny rulz ur band
asdk;lfjak;lsjelkfahsdlkfajekf
And a few other, more obvious ones.
Third Tip:
If you've already chosen what type of server you have, refer to the next line, if not, find out.
A list of plugins that I DO NOT recommend for certain types of servers:

Good, these plugins are not added, Right?
Now, launch your server, wish for the best.
Some post-launch things to do:
If you need staff, make sure to make a professional Application (On a forums or using Google Docs), don't make users write in a Book and Quill... It's annoying.
Don't make your applications too short, or too long, make sure you have the following Included:
- IGN (In-Game Name)
- Age (You don't want to have immature people on your staff)
- Position applying for (Mod, Admin, etc...)
- Past experience (See if they're worth keeping)
- Time on server (Lets you know if they're keepers)
- Why do you want to apply? (Should be easy, unless they don't care)
- What makes you a better decision than others applying? (See them talk about themself)
- Skype (Yes or no, do not force them to tell you their Skype, only add them if you accept them)
- Questions/Comments (Answer their question)
Don't include the following:
Bad Grammar
Stupid Questions
Math Problem (Though, it is funny)
Request for Ethnicity (Race) or Gender (Boy/Girl)
Try and get the more experienced staff with longer applications (Hint hint to any non-server owners here).
Good, staff is now assigned, NEXT!
Fourth Tip:
Don't be one of those Owners who's never on their server, players enjoy talking to the owner, and getting to know you as well.
An inactive owner is not a successful owner. Lead by example, be respectful, fun, and dependant.
Final Words:
Do not, I repeat, DO NOT forget to configure any plugins you have installed, an improperly configured plugin will break OFTEN and cause players to not join your server, and go elsewhere.

Towny/Factions/Claiming Plugins

Group Assigning/Management: GroupManager
Claiming: Towny
No-Cheat: No Cheat Plus (NCP)
Rankup: MasterPromote
RPG: SlimeFun
Leveling Up: mcMMO (Need a beefy server, 6GB+)
