I've been in this boat many times, and honestly it's hard to say how to get players and make the stay on your server. However, follow these tips and I'm sure it will help some.

(Voting Links):
Get players to vote. Encourage voting by giving rewards such as currency and items. Make sure if you give currency that it's a decent amount and they can actually spend it on something in the server that will improve their experience. Also, every time you list your server on a voting website, it is assigned to the new servers section. Shortly after submitting your server to the voting website, I've always noticed a lot of players joining. The best way to do this is load up about 5-10 voting website, put in all your server information required on each one, then submit your server to the website at the same time. Be prepared! If you do this correctly, many players will join your server within minutes (about 10-20). Make sure everything is right in your server so players know where to go and how to have fun. Also, having an appealing server banner for each voting link could also attract more players.

(Unique Server):
Make your server unique. This can be done by downloaded plugins and using them in an order that no other server has done before. Call it something unique like "Hardcore Player Hunting" for example. Make sure when you list your server on a voting website that you include this tag in your server description so it ticks players curiosity.

(Ranks):
Players enjoy obtaining ranks. This can be done by donating or by setting up a system where players acquire new ranks when they get a certain number of player kills or of something else. If you go the donation route, many players might not like the idea and just simply quit, but if you're server is fun, the ones who do stick around will eventually donate if they find the server worthy. However, by acquiring ranks, all players have an equal chance of earning ranks and it's fun! Also, if you want donations, you can sell permissions for actual money (This can be troublesome at times though). If making the players happy is what you wish, I would advise going with players ranking up by pvping or by some other method.

(Advertising):
This is the most effective strategy of getting new players on your server. However, it can be quiet expensive at times. If you could find low cost advertising then that would be the way to go. And as you build up donation money, you could use it to buy better, more expensive advertising. Facebook and Twitter, I found, aren't very helpful but if you think otherwise then go ahead and try them.

(Other Sources):
Consider making a thread promoting your server on forum websites like Planet Minecraft. Make sure you bump them every day for maximum efficiency. Also, you can ask someone to review your server on Planet Minecraft or other websites. If you're server is any good, it should receive a good review, attracting more players.

(Be persistent):
It's easy to get sad when players aren't on your server playing, but if you follow these tips, there's a chance for your server to be successful. Just don't give up and listen to the players. Be professional too, that is a plus!
