Why do you wantt to grief proof your server
becuase people use notice and people who have op replace the air with stone or lava yeah its happen to me
so here what you do
you only op the people that you seriously trust useing your server make sure they have put alot of work into the server before you op them use loyalty points plugin
also use world guard to protect certain areas from placing or destroying blocks

use a plugin to log blocks and undo block changes from that player, like

and use mc banns or apples
