So your here to set a server up so follow these steps and you will be on your way to owning a server,
Vanilla
1. Go to https://minecraft.net/download , under Multiplier server download it!
2. After download create a folder on desktop names "server" and place the download in that
3. run the minecraft youve just downloaded, and you should get a few files in there
4. After that find your router's Make and model, and go to http://portforward.com/, find your make and model of your router, and then click minecraft server.
5. now making a rule name it "server" start port should be 25565 and end port 25565 (that default)
6, after that your server is done!

One more important thing: If you put the server to offline mode, it will not check players' usernames. that means any player can log in as any name, including your, the op's name. To solve that problem install a plugin called "xAuth".

have you tried shutting down Minecraft and re-opening it ?
or maybe restart your computer
Apart from this i really don't know what it could be, sound's like a internet problem though
it'll tell you: "your ip is: XXX.XXX.XXX.XXX" or something like that.
now navigate to your server.properties file.
look at the "port" row; if it says 25565, give people only the ip you got from the website.
if it says any different numbet, your server adress should be like: XXX.XXX.XXX.XXX:YYYYY
(The Y's are standing for the port numbers.)
Note: remember, you gotta port-forward with that number (the port one).
