As you know, skeletons are the only mobs that accepts you dropping heads and weapons onto it. Unfortunately, it only accepts swords. Throw it some armor, the head, and a sword. And there, a Steve. Steve will not despawn (i know because i went working in the nether and i came back and Steve was still there) and Steve is fireproof.
