OK, This isn't how to create your own texture pack as it is changing it! This does work! If you can totally change everything then yeah kinda a new texture pack.
Step 1: Make a new folder on your desktop
Step 2: go to start type in %appdata% go to .minecraft and texture packs. Take the default or any texture pack, right click and copy it.
Step 3: Paste the texture pack into the folder you just made that is on your desktop.
Step 4: Right click the .zip folder and click extract all, click browse then click desktop click the folder you made that has your texture pack in it.
Step 5: Go into whatever folder you like in it. Take mobs, you see pictures all you have to do is right click it click edit. it will bring you to paint or another picture editing program that you have.
Step 6: Edit whatever you like, maybe even make a totally different texture pack.
Step 7: delete the .zip folder that you pasted into that folder. Then right click the desktop and make a new compressed .zip folder. Highlight everything in the folder that you made and you edited everything in. Copy it into your .zip folder rename the folder you like, and drag it into your texture pack area in your .minecraft
There you have it. A new or edited texture pack. Without any downloads or anything like that. Just make sure you have a picture editing program. (I'm sure every computer has one these days.)
