This how to use the /effect & /enchant commands.
Effect command: The effect command is relatively simple. There are 23 effects, which includes potion effects & non-potion effects. They are;

4-Mining Fatigue

7-Instant Damage

Then you can select how powerful the effect will be by choosing numbers from 1 to 255.

You can increase the level of the enchantment but only as far as it is possible in vanilla Minecraft e.g. Sharpness can be level V (5
)
but not level X (10). Then you type the command like this /enchant (playername) (enchantment id) (level).
