In Vanilla Minecraft: /give <your username> minecraft:skull 1 3 {SkullOwner:<Username>}

For Command Blocks: /give @p minecraft:skull 1 3 {SkullOwner:<Username>}

Bukkit/Essentials : /i 379:3 1 player:<username>
