Starting up

Gathering Ideas
Starting a server can be difficult, but I will hopefully guide you in the right direction. First off you want to have a plan, think of it like a business. You want to know where you want to take the server, begin creating ideas and researching on other servers doing the same/similar idea. If the server idea has been used to much, then your approach should be to make it stand out from the others. If you have a new idea, then ask yourself, or even others if it is an interesting idea. You can't expect every new idea to get players. For example, If I were to make a Dora The Explorer server (I can almost garentee no one has made one) that players will not join, or very few. Once you find an idea that everyone can like, start the planning stage!

Starting a plan
You want to know exactly what you want on your server, so first write down your ideas and begin researching on each part and find what would make that idea a reality. If you want to be able to protect peoples buildings, then you would look for plugins which does that exactly. Create a list of plugins which will make your server will need in order to make all the ideas work.

Testing Stage
Before you even bother making the server public, you want to make sure all the plugins work correctly. If you need functionality that is not in any plugin, then you would need to get a plugin developer to create the plugin(s). Once you have a stable working release of the server, it could be safe to say you should move onto actually private testing of it. Do not worry about a map until you have a working server.

Creating a map
After you have the server running stable, you can now focus on your map, If you are just having a simple map that does not require building, then you should move to the next part. If not, you want to first gather a group of people, the size depending on the scale of the map you are doing. Once you have a group of people, get an idea of what you want. If you know what you want, you can simply send all the builders on certain tasks, and eventually you will have a map!

Staff Management

Every server needs staff members to run it properly, the hardest part sometimes is getting new staff members that everyone can rely on, and trust. When looking for new staff members, you should consider looking for people that regularly play on your server, are not staff on a bunch of different servers at once so they're more dedicated, have not been staff on a ton of servers before. Usually when someone has been staff on a bunch of servers before means they were either removed from staff because they are not suitable for being a staff member. Or once and a while they just didn't have enough experience. 

Don't be afraid of recruiting people who have no experience, for example I have a staff member who has never been staff on a server before, and turns out to be one of the best staff members I have.

Handling Issues
You are most likely going to experience a bad staff member, but you also want to know how to handle them. First off, you want to tell them exactly what they have done, and if it is to serious of an issue, then you should just remove them from staff, and possibly ban them from the server.

Staff abuse is something quite common, but you can do something about it. First off you want players feedback, if they are telling you a staff member is abusing their position, you should immediately begin an investigation. If the staff member is abusing their power, strip them of their rank, and do not regret it. Do not worry to much about running a server for a while alone rather than having a bunch of staff members to rely on. Sometimes it is best to wait until you can trust some of your players to become a rank among your staff.

Staff Powers 
You always want to limit what the staff members can do, and do not give them complete power. The best thing to do is give them what they need only. Once they have proven loyal to the server, and have dedicated their time and help to it, they deserve more than just the basic staff commands. Just be sure you and all of your staff members trust each other. Being able to work together is important. You can't have members who are upsetting other staff members.

Server Reviews

Server reviews are usually seens as "Oh no, not another one of those pesky people claiming to be staff on PMC", however they can make your server a better place. I am not saying to listen to those people mentioned above, what I am saying is feedback can make all the better of a server. It not so much the reviews that count, it's getting good feedback from the community to make the server a better place.

What feedback are you looking for as a server owner/manager? 
 - You want to find anything that pushes people away from the community. If it means firing a staff member, or taking out a few plugins, so be it. If it fixes a lot of the issues the majority of players want removed, then follow what the community says.

Remember, you shouldn't listen to a single person, listen to the community as a whole. For example, if some new players comes on and says a plugin sucks and should be removed, don't do it. But if that happens all the time, that is when you should take the steps to fix it, and listen.

Nice Blog, and some good tips for Server Owners out there, but i recommend using a better Layout, even when it's something simple like small subtitles it'll make the blog much easier to read and giving it a much more organized look.
