With 1 command block I turned off Fall Damage w/o Mods
It requires atleast 1 command block. To make it work, you put the command in a command block minecart. Ignore how the command blocks are placed on the video.

/execute @p ~ ~ ~ detect ~ ~-1 ~ air 0 effect @p 8 1 255 true
