Welcome to the datapack that allows dispenser planting, A.K.A. DispPlant!
I saw that there were no datapacks that does this for 1.17, so I made one.
As of now, the only supported seed type is the wheat seed, but I will add support for more plant types soon.
As a perk, the dispensers can plant up to 2 blocks away from the face-direction, given that there is suitable soil there.
PLEASE NOTE: As of this version, dispensers can't place seeds when facing directly down, or up.
Also let me know if you want something improved :)

I'm sorry to hear that the datapack isn't working for you. I would like to try to help you!
I would suggest to troubleshoot first. Please check out these steps to do so:
- Type /datapack list to see if the datapack is loaded in minecraft, and thus installed correctly
- Are you standing right next to the dispenser when powering it on? This datapack won't place the seed if you are doing so, because of the way minecraft works, and because of the way the datapack is made. Try again, but this time don't stand within pick-up range of the dispenser

Also remember to unzip the datapack folder, so that you have the following file structure:
