So in recent updates of Pixelmon 1.16, the set of Drowned quests are bugged to not spawn, among a couple other issues like the quest not being able to detect when the Boss is defeating or the 2nd quest not dispensing its reward.
This datapack should, hopefully, fix these errors in the code and make the questline playable.
Due note that the main error was caused by the set date requirement, so it has been completely removed. So, this doubles as a way to get the quests to spawn at any time with no Halloween time restriction.
Can be configured to spawn randomly in the world like intended or to apply to a specific NPC in the world by editing the JSON file itself (recommended to put the quests on three separate NPCs to prevent issues.)

Found a bug that prevented the quest from detecting when the lugia was defeated and had to fix it
