Rainbeau's Ocean Villages
Unsinkable NPC Towns Floating on the Seas
(A Data Pack for Minecraft 1.19, 1.19.1 & 1.19.2)
This data pack adds villages to the oceans. Specifically, you can now find villages on the surface of deep (non-frozen) ocean biomes, the buildings on floating platforms linked by boardwalks. The buildings in these villages are primarily based upon vanilla plains village buildings, though I've tweaked a lot of things, and in a few cases, have made some significant alterations.
Villagers in floating villages can appear with any of the various villager skins, including the unused jungle and swamp villager skins. (They pick up new "crew" from any biome they float to, I guess?)
You'll also occasionally come across a floating village that's been invaded by illagers, so be appropriately wary.
"Ocean Villages" is probably compatible with other data packs that alter vanilla biomes or add new structures, but I can't make any guarantees. It won't likely be compatible with data packs or mods that replace ocean biomes, as ocean villages won't appear in those new ocean biomes, though my own "Sky Islands" and "Water World" data packs are exceptions to that rule.
If you have cheats enabled, you can type "/locate structure seavil:floating_village" to locate the nearest ocean village.

I really want to create water adventure...

Oh! Do you mean to suggest that there will be an assortment of villager types in each village? As opposed to a single type as determined by native biome in normal villages?
I can honestly say that I haven't been this excited about add-ons like this in a long time! No Forge or Fiber to fuss over, just good old Minecraft. Thanks so much Darryl!
