Details:
Respawn adds the Totem of Reincarnation—capable of bestowing mobs with the ability to be resurrected after death.
To obtain the totem:
• Obtain a regular totem of undying.
• Sacrifice the totem to an altar to summon the Spectre of Death.
• Defeat the Spectre of Death to obtain the Totem of Reincarnation and the Totem of Death.
To use the totem:
• Throw the Totem of Reincarnation at the target mob.
• After the mob is killed, it will leave behind a particle "remnant."
• Throw a diamond into the remnant to resurrect it.
• Alternatively, throw the Totem of Death into the remnant to permanently destroy it.

If that's what you've been doing, check to make sure you have particles enabled, as the remnant won't be visible otherwise.
I'm not entirely sure what might be going wrong, have you encountered any other issues?
