    I highly doubt it, unless he uses copper blocks as opposed to copper ingots and requires a normal shield and a smithing table, both of which require iron to make (though you can find smithing tables in villages, if you don't have a village at your disposal it requires two iron and four planks to craft one). The reason I say this is because copper is designed to be an unbreakable version of stone, at least the tools this datapack adds are.

    Agreed, it makes no sense that this pack adds a tool set and doesn't even make the set complete. At least it was the hoe and not the pickaxe, but come on, an unbreakable efficiency stone hoe would be too perfect.

    I suggest that you can improve the copper ingots with blocks of the material with which you want to improve it in the smething table for example: a copper ingot with an iron block and create with those reinforced ingots an unbreakable tools with the force of some of iron also with diamonds and netherite.
    the use of blocks instead of ingots is so that it is not so op

    That sounds like a great idea. Only trouble is custom recipes don't support NBT on the crafting ingredients in vanilla as of yet. Or the recipe outputs, which is why the pack makes the recipes "knowledge books" and clears them to give you the proper tool.
