The Overlay Stats shows you the HP and Absorption of any mob within 16 blocks of your person. It will only display for things that can actually be harmed, so don't worry about seeing an armor stand with this over its head.
The combat system is not included with this data pack, so don't worry about the combat levels displaying over mobs. This data pack only shows the HP and Absorption overlay.

Bug Fixes:
If you see a slight TPS drop,(2-4ish) the display will flash repeatedly. So I changed it to a different method that doesn't rely on 1 tick intervals, but if you have TPS going under 14, you'll be experiencing the same thing again. If you have a major amount of entities (100+) around your player or players, or if you have hundreds of players, this could possibly cause some lag.

As for the second part, just disable it or delete it from your folder, and if you're worried about scoreboards, this version currently has none.
If you're not sure how to disable a datapack, just do:
/datapack disable
There you will see options of datapacks, mine should say "file/Stats Overlay.zip".
