How would I go about making a resource pack for Bedrock Edition that adds new tools to the game? (e.g. dirt tools, lapis tools, emerald tools)help

The title says it all. I'm skilled at making resource packs that just change the textures of items, but I have no idea where to even start to make a resource pack that adds new items to Minecraft!

I basically need a detailed guide or a link to one, down to how to add custom damage, digging speeds, and recipes.

Can anyone help me, please?

You'd have to add a behavior pack too to do that. It's fairly easy to make recipes & new items, hard but doable to add damage(you have to edit the player file to add a component group that changes the attack, and have it trigger when you're holding the new item with an event), and sadly impossible to change digging speeds
