Sinnoh Problems

So, I have a roadblock for Sinnoh Minecraft. There's this thing called "leaf decay" and it's removing the leaves that I'm placing in the out of bounds. It's bothering me a lot. I need help. If you know about leaf decay and know how to prevent it, tell me how, please for the sake of my work.

How are you getting the leaves? Using commands, creative or shears? Try using shears on leaves then placing them. When using a shear its no different than when using one on a sheep. Just right click
