To RP, you have to act as if you are the country, a leader, or a representative from the country. An example:

RE: The state of emergency in your nation
Seeing the current chaos and possible violence that will erupt from the state of lawlessness in your nation, and seeing that it would be impossible for you to keep law and order with the limited resources at your disposal, the Kingdom of Examplinasia is willing to send the 34th Foreign Troop of the Civil Guard to your nation to aid you in keeping the law.
The Royal Guard is not only a military force, but the only policing force in the Kingdom of Examplinasia; with their level of expertise in handling situations such as robberies, murders, hostage-taking, and other criminal activities, I am sure you will find their services to be more than satisfactory. We are also open to arms contracts with your nation, to supply your police with equipment.
Furthermore, the Royal Guard could construct a training facility in order to help you train and arm your men to be better prepared for such an event of lawlessness in the future, and to help preserve your national sovereignty in this difficult time.
In exchange for this service, we only ask that you lease land to us to construct a base of operations in your nation. We will pay for construction and transportation, as well as for the land itself. Please send us the name of a city in Examplistan.
Time is of the issue. We expect a response from your government as soon as possible.

In fact, I would let you have 3/4 of the royalties under the condition that I am able to have all of these tools on my hand as I need them. Recently a few citizens of your esteemed State have shot portable rocket launchers at an Omnic passenger ship. No one was injured however some damage was done to the ship. I hope this issue shall be dealt with before it can become an international incident requiring a more forceful solution.
