I have a world I want to create into a map, but the backup I made of it did not work. how do you make a map, then publish it?

You don't need to use a backup version, just use a copy of the original world.
It probably didn't work because you tried to upload the raw folder of the world. To prevent people from uploading malicious files, Planet Minecraft requires that you upload the world files in a zipped folder.
I assume you're trying to upload a Java map.
