Fill clock regeneration (glitch?)

In 1.8.8, when you put the command /effect @p minecraft:regeneration 1 0 in a fill clock, and then lower your own health in some way, the regeneration affect will seem to not work and make your health do the little wave, but it won't seem to heal it. Anyone know any workaround or quick fix? (using only command blocks because I need it to be only command blocks)

Sorry mate, I have no idea what's happening. It must be some strange randomly occurring glitch. If I find out another possible solution, I'll let you know

It seems to work fine with me even with low hunger. Are you on a server?

Was your hunger bar full? Because it's not working on my end, I have my hunger bar down to make sure it's not the hunger filling my hearts up. And yes, I'm not hungry enough to start taking damage.

Change the 0 at the end to a higher number and see if it works then. It seems to work fine for me by doing this.

Like:
/effect @p minecraft:regeneration 1 3
