How to randomize with command blocks?

Does anybody know how to make an rng using command blocks and redstone? I'm not using it for anything in particular just thought it would be useful to know how.

I wanted to make players get placed into a random prison cell to start a map, i used a red stone pulse going round in a circle of six command blocks. Did the job

That's what I've wound up doing (although with fewer blocks).

If I want to randomize something, I place an armor stand. Use /spreadplayers on small region (like 3x3) and then just use /execute @e[type=armor_stand] ~ ~ ~ (command, you can use /setblock ~x ~y ~z redstone_block).

I don't really understand what you're saying in the first one, but I set something up with a clock and it seems to be working okay. Thanks.
