How would a spiky headgear effect like this look in a 64x skin?

You definitely want the sun rays to touch the very edge of the back-part of the helmet layer. So start from there, just start mapping out the tips of the 8 rays whatever looks best, make the ring where they attach, and then make the 3 stars + inner ring. Start outwards then inwards.
This should be doable on a higher-res skin, but if you're referring to a standard minecraft skin, I'm afraid a singular ring is as good as you can make

If by 64x skin you mean standard java resolution of 64x64 pixels, the spikes are going to be [almost?] impossible to make recognozable as such.
If you mean a skin 64 times regular resolution i.e. 4096x4096, they should come out fine.
[I'd guess you're asking the first, but nomenclature on this is baddly fubared as a 128x128 mc skin can be called either 2x or 128x]
