This is my characters reference. I suck at pixel art myself so im asking help from someone else.
To put it simply, its a shiny alolan raichu with a water-themed scarf.
If anyone is willing to help it would be much appreciated. Doesnt have to be amazing quality.

Hey there i want a head made what you wanted in your Request of this Pokemon skin tell me if you want me to change it or not other then that here you go, And if your going ask if i can add the wings i can try but it maybe not look good on it tho.

I take up the challenge, but do you own the character drawings? If you don't, It will be removed upon me uploading it and I will be banned from making skins, which I really don't want to do.

I am the one one who paid for it, this is the main blog I use it on. And its fine, I wouldnt want you to get banned for something stupid like this.
