The connected texture make the pack useless,he still fixing it

Personally, I don't know if this is physically possible, I have seen people do this with animals in MC but not this, but if its possible could you make a resource pack that makes the player blink

You can make the default Steve or Alex blink, but not a custom skin, sorry

No, that's not possible, sorry. The way it add the blinking eyes is by taking a custom texture and overlaying that onto the existing texture of the mob. A resource pack doesn't have acces to your skin not your player model. So it can't add that.

I thought that was possible due to the face that it has been done with entities other than the player and that the player default skin is modifiable in resource packs

Now, I am going to do this myself, so you can choose to do it or not i dont care, but could you make one that colors a crop different depending on what stage it is.
Example:
Wheat first planted would have a red tint.
halfway thru it would have a yellow tint
when finished, it would have a green tint

Could rename the items in your vial pack to vials, having it as bottles is a bit weird
