HELP NEEDED (gimp) MY HOTBARS DONT MATCH (im not capitalizing in a shouting way)

so im trying to make a hotbar texture and i got the pixels correct, gaps are 3 pixels and 4 pixels, and it does this
if you don't get it, its overlapping. it shouldn't overlap.

Oh btw its not 2 its 1 cuz the item texturrs are all 16x16 pixels

I think you can change the ordering by using the stuff in the bottom right-ish area.
