Since I was doing a texture pack about the netherite armor, I questioned:
Is the Netherite armor layer 1 a lower like layer than the armor layer 2?
I asked why then there would be the leggings that in the game are at the same layer of the chestplate or the boots.
Can u answer me please?

The Layer 1 files are for the helmet, chest/arms, and boots. The Layer 2 files are for leggings. The reason this is done is that the leggings could potentially overlap with the chest and boots, so they're kept in a separate file. i hope this info helps u make your texturepack :)
